Despite efforts to avoid needing the same version of Python installed on the
build host, this was still required due to libpython.so not being found.
Even when it was found, it was erroneously looking under /usr rather than ${S}
for the Python modules. For some unknown reason, this caused 3.11 to fail.
The easiest solution is to just build a static Python with no libpython.so. This
also ensures modules are loaded from ${S}.

The 8.10 line of ghc needs USE=exec-static-trampoline turned off on
libffi. The fix exists in 9.0.2 and later versions of ghc.

The --disable-static needs to be explicitly specified in configuration
phase otherwise static libraries are created.

As suggested by Sam James. I'm not touching live version yet as PR is not
merged yet and upstream plans to add some tests [that requires network
access] for their newly-created package manager (literally today) and related stuff (TLS
client/server etc.). I'll try to cooperate with them and add option that
will skip these tests.
