STRIP was already patched out in all the paths that actually generated
final objects or binaries, but that wasn't enough to stop the QA test
firing. Fix it a bit more (package output is identical).

e.g. the upstream code checks whether GDK_WINDOWING_WAYLAND is defined
by the gtk headers, and if so will compile against the wayland symbols
it provides. This means that qtbase built on a system with
gtk+[-wayland] will be compatible with anything, but when built on a
system with gtk+[wayland], requires that at runtime.
It's only needed, of course, by the qgtk3 platformtheme plugin which not
necessarily everyone builds, wants, or uses at runtime :) but still.
We can solve this with a (new) gentoo-specific macro that hides the
GTK implementations when we don't want it. This is gated on our existing
USE flags for wayland/X support.

In its upstream commit of v9.8.0-rc1~27 [1] libvirt introduced an
optional dependency on libnbd. Reflect this in corresponding
ebuilds. Now, pre-10.0.0 ebuilds do not have nbd USE flag. Thus,
it needs to be introduced to record the dependency properly.
NB, initially, the configure option was named 'libnbd' and only
after v9.9.0-rc1~108 [2] it was changed to 'nbdkit'. Hence the
discrepancy in libvirt-9.8.0-r3 and libvirt-9.9.0-r3 ebuilds.

pytest.importorskip("IPython")
So it is optional, and on mips ipython is till unkeyworded.
