As per example in the Python guide. Python is only needed for tests here,
but as-is, it'll check for Python on all emerges, which is a problem if
e.g. upgrading an old system, Python has partly been upgraded, but not
completely yet, then the emerge will die and the system may be left
in a bad state.
(i.e. the pkg_setup call should match the dependency.)

The result was achieved via the following pipeline:
pkgcheck scan -c RestrictTestCheck -R FormatReporter \
--format '{category}/{package}/{package}-{version}.ebuild' |
xargs -n32 grep -L RESTRICT |
xargs -n32 sed -i -e '/^IUSE=.*test/aRESTRICT="!test? ( test )"'
The resulting metadata was compared before and after the change.
Few Go ebuilds had to be fixed manually due to implicit RESTRICT=strip
added by the eclass. Two ebuilds have to be fixed because of multiline
IUSE.

It's a new file that didn't match their previous naming scheme. Without it,
running ghe-backup/restore fails:

All links to www.github.com were changed to github.com (preferred by GitHub).
During the automated testing of all modified packages the following SRC_URIs
were discovered to have changed upstream. Upon closer inspection they were
all confirmed to not be regressions. They will all continue to work when
