  Changing my stance on the jpeg support issue. Reverting back to requiring
  jpeg since it's 'optional' only for Mozilla support according to docs. It
  also changes API and ABI which requires recompiling anything linking to
  this. It does not provide a full MNG build and will not even render many
  types of valid MNG files without this. jpeg is a small library. The benefits
  of keeping this outweight the benefits of removing it.
